Baku's Coastal Neighbourhoods — The Investment Map 2026 | Merkaz HaNechasim
The bottom line: Baku's coastal neighbourhoods spread along a clear axis — from a mature urban centre (the Boulevard and its surroundings), through developing intermediate areas (Shuvelan, Bilgah), to a young and ambitious development frontier (Nardaran and Sea Breeze). Your position on that axis is the central decision for a coastal investor in Baku — long before choosing a specific apartment.
When Israeli investors ask "where is it worth buying in Baku", the right answer starts with the map. Baku's housing market as a whole is in a documented upward trend — according to ABB Bank data for 2024, prices rose roughly 14%–15% year on year and roughly 58%/36% cumulatively since 2021 — but the nature of the opportunity differs greatly from strip to strip. Here is the map, from the centre northwards.

Talk to us on WhatsAppThe City Centre and the Boulevard: Maturity
The urban strip along the Boulevard is Baku's long-established address for coastal prestige. Azerbaijan's major development groups operate here — PASHA and Gilan — and the surroundings offer what a mature urban strip knows how to provide: complete infrastructure, retail, culture, and steady demand from locals and foreigners. Anyone looking for a property that "works" in a proven environment will start here. We expanded on this strip in the Boulevard guide.
White City and the Urban East: The City Renewing Itself
East of the historic centre the coastline continues into urban renewal areas, where Baku has converted old industrial land into modern residential quarters. The White City project is the outstanding example: an area that served the oil industry for decades (the historic "Black City") has been replanned as a contemporary residential and commercial quarter, and it illustrates the city's ability to convert coastal land into new property value. For the investor, these areas are interesting as an urban intermediate layer: close to the centre and the Boulevard, but younger than them — with newer supply. This is a living example of how the city "rolls" itself along the water — a process that feeds demand along all the strips we survey below.
Shuvelan: The Developing Middle
Further along the axis east and north, Shuvelan represents the intermediate layer: a long-established coastal settlement on the Absheron Peninsula, where villas and private houses are gradually giving way to contemporary development. Close enough to the city for everyday use, far enough to keep a relaxed character.
Bilgah: The Holiday Strip
Bilgah is northern Absheron's classic beach strip — sandy beaches, a long holiday tradition and seaside hotels. Its position, as a gateway to the northern coastal axis and adjacent to Nardaran, makes it a natural beneficiary of the momentum its neighbour's major project is attracting.
Nardaran: The Development Frontier
And at the end of the axis — Nardaran, home to Emin Aghalarov's Sea Breeze Resort (Nardaran Invest LLC, operating since 2006). This is the strip where the next chapter of Baku's coast is being written today: a whole resort town rising on the waterfront, which according to reports (Bizportal, Israel Hayom, News1) the large Israeli development group has also entered with two projects of around 3,500 apartments and opening prices of around 150 thousand dollars per apartment. The investment profile here differs from the centre: less maturity, more growth curve.
Five Criteria for Comparing Neighbourhoods
When actually comparing coastal strips, it is worth working from a fixed list of criteria. Maturity — how much of the environment is already built and functioning, versus how much is still "on paper"; the lower the maturity, the higher the potential for value growth but also the greater the dependence on plans being realised. The developer's identity — a strip developed by an institutional player with a track record (PASHA, Gilan, Aghalarov) differs from a strip of occasional developers. Content anchors — hotels, retail, entertainment and events that create a reason to come to the area even for those who do not live there. Accessibility — driving time to the centre and to the airport. And future liquidity — who you will be able to sell the property to in five years, and in which market it will compete.
Running those five criteria across the map we have surveyed produces a consistent picture: the centre is strong on maturity and liquidity, Nardaran is strong on developer and content anchors with the greatest appreciation potential, and the intermediate strips offer balance — with a higher dependence on the regional momentum continuing.
The Common Mistake: Choosing an Apartment Before Choosing a Neighbourhood
Many investors start at the end — falling in love with a render of a specific apartment, and only then (if at all) checking the surroundings. The right order is the reverse: strip first, then project, and only then apartment. The reason is simple — you can change the apartment within the project, you can change the project within the strip, but you cannot move the strip. The neighbourhood determines the future pool of tenants and buyers, the pace of appreciation and the liquidity on the day you sell — far more than the kitchen worktop. So the best investment at the first stage is not in a property, but in understanding the map in front of you.
So Which Neighbourhood Suits You?
Anyone looking for stability and a proven environment — the centre and the Boulevard. Anyone looking for a balance between proximity to the city and a quiet character — Shuvelan and Bilgah. Anyone wanting to ride the decade's major development wave — Nardaran and Sea Breeze. It is also worth remembering that these are not mutually exclusive choices: an investor with a suitable budget can spread between a mature strip and a growing one, and enjoy both risk profiles in parallel. And if you want to place yourself on this map personally, matched to your budget and goals, that is exactly what we are here for.
