The E1 area, a region of about 12 square kilometers between Jerusalem and Ma'ale Adumim, is facing a historic change. After decades of planning, a program for 3,401 housing units in the first phase has been approved, with thousands of additional units in subsequent phases. The project will physically connect Ma'ale Adumim to Jerusalem and turn the city into a metropolitan area.

Massive Infrastructure Investment - 3 Billion NIS
The roof agreement includes an unprecedented infrastructure investment: the expansion of Road 437, intersection separation, new access roads, and a second transportation route to Jerusalem through the Merkaz Mountains. These infrastructures will change the face of transportation in the entire area.
Implications for the Real Estate Market
Project E1, along with the Tzipor Midbar neighborhood, represents the largest construction boom in the area, with about 7,000 new apartments. The goal is to double the population of Ma'ale Adumim from 40,000 to 70,000-100,000 residents.
