Baku's Caspian Coast — Questions and Answers for the Investor

In brief: Baku's Caspian coast is the story of several different strips — a long-established urban promenade in the centre, established holiday areas in northern Absheron, and a major development frontier in Nardaran. We have gathered here the most common questions we receive from Israeli investors about the coast — with direct answers based on facts alone: where a verified figure exists we present it, and where there is none, we say so honestly.

Frequently Asked Questions

Is the Caspian Even a Sea? Can You Swim in It?

The Caspian is the largest enclosed body of water in the world — geographically an enormous salt lake, called a "sea" because of its size and salinity. And people certainly swim in it: the bathing beaches of Baku and the Absheron Peninsula — Bilgah, Nardaran, Shuvelan and their surroundings — are active holiday hubs, with a summer bathing season peaking between June and September. Beach culture is a long-established, deeply rooted part of life in Baku.

Who Actually Develops Baku's Coast — Aghalarov or Someone Else?

An important precision: the city's central waterfront — the Boulevard area and the luxury quarters beside it — is developed by the major local groups PASHA and Gilan. Emin Aghalarov operates in a different arena: his project, Sea Breeze Resort, is being built in Nardaran in the north of the Absheron Peninsula through Nardaran Invest LLC, operating since 2006. Two real arenas, two different developers — and anyone presenting it otherwise is simply not being accurate.

How Far Are the Northern Coastal Strips From Central Baku?

Nardaran, Bilgah and their neighbours lie in the northern part of the Absheron Peninsula, a drive of several tens of minutes from central Baku on convenient roads. Baku's international airport is also on the peninsula — so access to the northern strips is convenient for those arriving from abroad too. From Israel, a direct flight to Baku takes only about three hours.

How Much Does an Apartment on the Caspian Coast Cost?

There is not yet verified data at the level of the coastal strips — so we are wary of general figures. Two factual anchor points do exist: according to reports in Bizportal, Israel Hayom and News1, opening prices in the projects the large Israeli development group is advancing at Sea Breeze stand at around 150 thousand dollars per apartment; and according to ABB Bank data, housing prices across Baku rose in 2024 by roughly 14%–15% year on year and roughly 58%/36% cumulatively since 2021. For any specific project — check a current price with a qualified party.

Does Buying an Apartment on the Coast Confer Citizenship or Residency?

Buying does not confer citizenship — under any scenario. What exists is a staged residency route: an investment of 100,000 manat (AZN) or more allows an application for temporary residency; after two years or more, with an investment of 200,000 manat or more, permanent residency for five years can be applied for; and only after a further five years does the possibility of naturalisation open — which requires renouncing your previous citizenship, since Azerbaijan does not recognise dual citizenship. Plan according to the real route, not according to marketing slogans.

Can You Let a Coastal Apartment When You Are Not Using It?

Yes — letting a foreign-owned property is legal and commonplace, and in the tourist coastal areas a hospitality and short-term rental market is developing alongside long-term letting. In large managed projects, such as those being built on the northern axis, management and letting services provided by the project are usually available too — a convenient solution for the remote investor. It is only important to plan the tax and income side in advance with professional support, and to remember that there is currently no official verified yield figure for the market — every calculation must be built from actual data.

What Is Important to Check Before Buying in a Coastal Project?

Four things at the top of the list: the identity of the registered legal developer (not just the marketing brand), the actual construction status against the presentations, the contractual protections in case of delay, and what guarantees that the view and the access to the sea you paid for will be preserved in future. All of these are checked with an independent local lawyer and with a supporting party who knows the market — that is how a promising opportunity becomes a verified transaction.

How Do You Get There From Israel, and How Complicated Is It?

Quite simple: a direct flight from Tel Aviv to Baku takes around three hours — closer than most familiar European investment destinations. Current visa requirements should be checked with the official bodies ahead of travel, and a purchase process can also be completed by power of attorney, so there is no need to fly over for every stage. In practice, many Israeli investors combine one introductory visit on the ground with completing the process remotely.

Which Strip Is It Best to Start Looking In?

It depends on your profile. A conservative investor looking for a mature, liquid environment will start in the city centre and the Boulevard area; a growth investor looking for the big appreciation curve will start on the Nardaran and Sea Breeze axis — where the institutional players are now operating; and anyone looking for balance, or for a villa or private house, will examine the intermediate strips, Bilgah and Shuvelan. There is no single right answer — there is a right match between strip, budget and investment horizon.

Where Do You Start if You Want to Invest on the Coast?
